I think you're talking about forums that use an app similar to the UBB
software (Universal Bulletin Board). I've seen that sort of collaborative
tool used in many places, similar to this one:

What those folks do is have a push/pull partnership going with the Microsoft
news servers. This way they can pull new threads and then post them here
when someone posts thru their sites. This is common practice for their sites
which may be topic specific and they grab the better posts instead of alot
of non-sequitor posts that you may find here day to day.
Dealy? There are I believe last count, 17 newsservers in a "farm" with one
of them being the Master. The Master keeps track of all the servers and
what's been posted. When a post gets posted, it depends on how the
newsreader can handle it and how soon the Master gets updated that there's a
new post beein posted. See when a newsreader is connected, it's not
connected to all the servers, but a specific one. But I believe (maybe
someone can correct me here), when you post a new post, you may not be
posting to this server. So maybe that one doesn't have the updated post yet.
Delay can be from 5 to 30 minutes, depending on traffic.
