I don't think that the built in commandline FTP program has a PASV mode (not
that I have found, anyway).
I started using the freeware NCFTP ( http://www.ncftp.com )
It does PASV mode by default - and has very good scripting support.
There are NCFTP, NCFTPGET, and NCFTPPUT programs - the last two are
particularly useful in scripting where you just want to do a download or
upload.
