Start the Command Prompt with Administrative Privileges (Run as Administrator). Right click on the Command Prompt shortcut to see the option.
At the very top of the Command Prompt window you will see "Administrator: Command Prompt" when cmd is run as adminsitrator, if it doesn't have administrative privileges you will see: "C:\Windows\system32\cmd.exe". It's to do with User Access Control (UAC).
A pain in the wazoo if you ask me. Microsoft thinks that we are all children...
