Add/Remove Programs not working

I'm actually having 2 problems. The first is, when I
double click to start add'remove programs from the control
panel, I get the hour glass like it's trying to open, and
then it just stops working, and it never opens. It won't
open anyway I try, even in safe mode.
My second problem is with Internet Explorer. Right now I'm
using Mozilla, and I'm trying to switch back over to
Internet Explorer. I start internet explorer, and when my
homepage comes up (yahoo.com) I get a download window that
asks if I want to download yahoo.com as an html file, no
matter what I click be it "OK" or "Cancel", Internet
Explorer shuts down. If I try I try to restart IE same
thing happens. I've opened IE and stopped it before it
brings up that download box, and tried to go to different
sites (ebay and google), and I get the same problem, only
this time it's asking to download www.google.com or
www.ebay.com. Any suggestions for either one of these?
