Shortcut does not start in correct directory

I have created an installation setup with InstallShield 6.1. The setup
creates a folder in Start->Programs and a desktop icon. I noticed that in
one Windows 2000 machine the program starts from the same folder either from
the Program Menu shortcut or the desktop shortcut. In another Windows 2000
machine the desktop icon starts in the correct directory, but the Program
Menu shortcut starts from a wrong place.
Any ideas?
