Local Policy

I have a 2000 advanced server that is a dc running in a 2003 domain running
at 2000 permissions. This DC is also a Term Server. Everything used to work
fine when it was a member of another domain but recently i had to move
everything under a new domain name. I demoted and promoted the server,
reinstalled TS and all Applications, but for some reason users have to be a
member of administrator type group to run anything in TS, log on locally is
set up correctly, but without admin rights no programs will run. I believe
it is the local policy of the server as i have set up TS on another 2000 DC
box and it runs perfect. How can i restore the local policy to default
values? I have written this before in other groups and everyone gives me the
tool for Domain Controller policy and default domain policy. I need
something for the Local Policy!!! Is there a way to copy it from the other
2000 box? A way to restore it to default? I have also tried re service
packing it hopeing that would do it, but no go. Please Help someone....
