Server error: Cannot create file "pagename"

When trying to publish to our intraweb, the users with author privledges are
receiving an error message that says - Server error: Cannot create file
"pagename" . Sometime instead of a page name at the end it is a picture or
graphic. We are using the XP version of FrontPage. I've also tested it with
FrontPage 2003 and it does the same thing. We have a Win2000 server running
IIS 5 with 2002 extensions. The authors are all running Windows XP on their
workstations.
We have recently moved this intraweb server into our AD domain. I have been
reassigning rights through AD instead of Local rights. The authors are able
to automatically log into FrontPage with their AD login account but keep
having these errors when trying to publish. I have not deleted their local
accounts. The authors rights on the new accounts are the same as their
rights on the local accounts.
As an administrator I do not have this problem with publishing but do not
want all the authors to have adminstrative privledges.
Any suggestions on what needs to be changed?
