icons blink on server

I installed Windows 2000 server and Windows 2000 professional
on two IBM T40's; using the same set of vendor drivers -
same video drivers too.

On the Windows 2000 Server build, the "favorites" icons and the
start-programs-etc icons are refreshing every second. This
makes all the icons blink. Its quite distracting.

Any Idea how to fix this refresh problem? It does not happen
on the Professional build.
