NIC properties window fails to open

I open properties for network neighborhood. When I open
properties for the local area connection, the properties
window opens, fails to populate, and closes. If I have
Windows Explorer open at the same time, this window also
closes. This is the first time I have ever seen this
behavior. I have looked in TechNet, the knowledge base,
on Google, etc. and have found nothing that addresses the
behavior. Any suggestions? Reed Reynolds
