Windows 2000 Certificate Service Question

Greetings to The Collective:
    I had a question about Microsoft Certificate Services an Policy Modules.
I have a MS Certificate Server on a different domain that we are using to
issue certificates to mobile PC for connection the our AP's, but if I
attempt to install the certificate via the web interface, I get an 'access
denied' and the console on the Certificate Server I see the error "Denied by
Policy Module" in the Failed Requests folder. I want to know how I can get
this working across the two domains if that's the problem and/or how to
correct the Policy Module to work this out. Thanks In Advance.
