Security problem after W2K to Windows 2003

I have just upgrade a Windows 2000 Server running Terminal Services to
Windows Server 2003. The upgrade went fine but when testing all the
applications I found that an in-house written Visual Basic 6 program has a
problem. When ever the user attempt to call a Word template from within the
application the following error is displayed -

"Please enter a valid product key to use this product - setup has detected
that the product key is missing or invalid. You will find this 25-character
key on your Certificate of Authenticity or the yellow sticker on the back of
the CD"

The error does not appear when openning Word or any other Office application
normally. Also the error does not occur when the option is selected whilst
logged on as an Administrator.

In an attempt to resolve this problem I uninstalled the VB6 application and
reinstalled it. I also uninstalled and reinstalled Office XP Professional.
This did not help.

The only way that I have been able to get the application to run correctly
and open Word with out the error is to change the Security from Full
Security to Relaxed Security.

I have the same application running perfectly on another Windows Server 2003
Terminal Server with the security set at Full Security. The difference
between the two servers is that this server was set up as a fresh install of
the Operating System. The application also run find on a Windows 2000
Terminal Server with Full Security.

Before upgrading, I researched all possible issues that may happen but
according to documentation that I could find in Technet, is stated that
during an upgrade from W2K on a terminal server the Windows 2003 no security
setting are changed.

I do not want the run this server on Relaxed Security and I would prefer not
to have to rebuild the server to Windows 2003 due to the time to set
everything up again for the users.

I am wondering if any one out there could point me to any Microsoft
documentation that would inform me of all the changes to Security between
W2k and Windows 2003 or if any one else has had this problem and is aware of
the particular Security setting that is causing this problem.
