Access won't run without administrator rights

In my new installation of Windows 2000 Server (unlike the old one) Access
(and other Office programmes) will not run properly unless the user has
administrative rights to the local machine.
In the case of terminal services users, this means administrative rights to
the server.
I would like to avoid this - any ideas?
