If the TS is domain member, why do you work with local user accounts?

Some of the sales staff are not on the domain and others can't join
the domain. I only want these scripts to run when they login to this
demo server. My understanding is the login script would run even on
their local machine if I made it at the domain level instead of the
computer level. I am just looking to run some NET START and NET STOP
commands with different service names per user. The services would be
started via NET START at login. The services would be stopped via NET
STOP at logoff. I only want that to happen on the demo server, not on
the domain user's workstation when they login. Thank you for your
time.
