If it's using the registry to make settings there, you could use Group Policy to (at least) preference settings. Depends on what you're trying to lock down and where these settings and lockdowns are saved.

Is it a built-in functionality you'd like to set or lock down so that people don't have access to it? What does "locking down" mean for you here?
