hi paul,
sorry i didn't mention in the beginning , our first dc has crashed due to
hardware failure . as it was holding all the fmso roles and gc , we are
trying to seize these roles on a new server and thats we are getting all
these problems .the administrator that who was working before i join the
company has carried out lot of tests leaving numerous orphaned child
domain
and now i'm in a real mesh.

When you are attempting to seize the domain naming master have you
attached
to working dc? I would do this operation from a DC that is a GC and is a
dns server if possible. When you are running ntdsutil when you are
attaching to a dc are you specifying a good dc?
Are you following the steps from:
http://support.microsoft.com/default.aspx?scid=kb;en-us;255504
Not sure why that you have to seize the Domain Naming master fsmo role
since
that should reside in the forest root and you said you lost a child
domain.
Have you lost other servers in the root domain?

hi Paul,
acccording to the link u provided , we must first seize all the FSMO
roles
.
our problem is originating from here . we are not being able to seize
the
domain naming master role because the domains cannot locate a global
catalog
server.
the global catalog server is not being able to be assigned becuase the
DCs
are trying replication with the orphaned child domains.
errors being logged are :
event id :1599
event id :1578
event id :1110
event id :1265
event id :1126
