Exchange Server Propeties:
DC: autodiscover - it shows all DC's of my site are listet for
mycompany.com and de.mycompany.com
LDAP: if this menas Configuratoin Domain Controller, it is set ot
autodiscover and lists the DC of de.mycompany.com only, this one is
no GC just DC and FSMO
GC: set to autodiscover, bnut just hte de.mycompany.com one is lsited
(I have added manualy the other one, but this is not listed if set to
autodiscover) - Strange enough, inteh all Domain contorllers area,
the GC in charge, the one not working, is only listed as DC but nto
as GC

I do not know where to look for GAL and Offline Address List DC's

Are you sure it is a GC? Look in Sites and Services, your Site name,
servers, click on that specific DC that you believe should be a GC. Rt-click
on it, properties. Is it set as a GC? If so, look in DNS, under
_msdcs.mycompany.com, you will see a "_gc" folder. Is that server's IP
listed as a GC?
