Most FSMO roles don't need to be up and running until it is needed. For
example the domain naming master is not needed until you add a new domain to
your forest.
I would suggest moving the pdc emulator to the second DC and move DNS to the
second DC, then test shutting down the first.
Remember if you move DNS to the second DC make, sure that DNS server the
"preferred" DNS server on each client.

I have 2 domain controllers server1 is the primary domain controller with
DNS, DHCP, and global catalogue server. The other server2 is our
exchange2000 email server. When server1 goes down the entire network goes
down here and it will not let us connect to email until server1 is up.
Lately server1 has been shutting down on a regular basis so we want to
move
over all operations to server2 our exchange server. I did some research
and
found a document that explains how to transfer operations master in 5
steps
but I wanted to check here first to see if anyone has had any experience
doing this. I just dont want to run through these 5 steps and find out I
missed something and end up breaking our network.
