A new account wouldn't solve this problem. Something else may have happened that made it look like it but I can assure you a single userid will not run a DC out of resources.

In AD Sites & Services on any of the DC's if I try to "replicate now", I get the "Not enough storage error"! I have tried this with a basic Domain Admin account to avoid any possible group membership issues.
Server1 was rebooted last night and Server2 will be rebooted tonight but this is just as a precaution.
