Can't log in, security ID structure is invalid

I have a laptop with Windows 2000 pro, Everytime I turn it on and the
pop up says windows is warming up, then preparing networks, a pop up
appears and says Security accounts manager error security ID sturcture
is invalid, error 0XC00000078, please click ok to restart in safe mode
and check event log.

But I have logged in, in every mode there is, safe mode and debugging
and normal and all the others and the same thing happens everytime. If
could at least get windows to load I could do system recovery but I
can't log in.
Please Help.
