Technically you could do this by adding LMHosts files
with specially defined Master Browser entries but the
correct (in almost all cases) answer is to actually USE
WINS Server.
WINS Server is easy (for small networks) and free since
you already have Windows servers.
If you have a complex network then WINS can be a bit
more trouble BUT in those cases you have a practical
necessity for it, and presumably both the skills and the
resources to deploy it properly.
USE WINS SERVER(s).
