Screen lock out / power options problem when added to domain

I'm a new computer tech for a medium sized company and I'm running into
a problem when I add computer to the domain. (all users are admins of
their computer).
There screen saver properties are disabled/strange. I can make changes
to the screen saver type but not to the number of minutes to wait. It
stays at 15 minutes, no matter what I do. The computer also requests
the LAN password after 15 minutes and when the monitor shuts off.
I have the monitor and hard drive to never turn off, I have system
standby disabled and hibernation disabled. Still the computer's monitor
will turn off after about 15 minutes and the computer prompts for a lan
password to get back in.
If I log in locally (admin account) I can change the properties.
I looked for a group policy for this but can't find anything. Any
ideas? I don't know what the previous admin did to his active directory
structure.
