Weird AD Problem

We are running Windows 2003 Server on our DCs (they were upgraded from
Windows 2000).

I have an OU that has 25 people in it and 2 groups. If I right click on the
domain in "Active Directory Users and Computers" and select "Find" I can
find all of those users in that OU. However, if I won't to give a few of
them "Send On Behalf" of permission to a box only 12 of them show up!
Anyone know what's going on?

1. I changed the "Location" to the OU in question
2. I clicked the "Advanced..." button
3. I left "Name: Starts with" options blank
4. I clicked "Find Now"

AD then shows everyone in that OU. However, AD is only showing me 12 people
and not all 25. Thanks for any and all help.
