Yes to both.

Right now, there's the local user account USERX from the workgroup days
and the domain user account USERX@xxxxxxxxxxxxxx Both accounts have
local admin rights.

I'm very reluctant to promote the user out of the current employee
group on the AD because the other users have no problems.

If I login locally (as in workgroup) I have no problems with printers.
It's just the domain account.
