This is a Group Policy setting in AD. I don't remember it off hand, but I'm
sure others will point you to it. Be careful in setting this. If you make
the change globally, users will be able to shut down a server that they are
logged onto. Our users quickly got used to the restriction that they had to
log off and then shut down their workstations....
