I've just done something similar except for Contact objects instead of User
objects.
On the "tasks to delegate" screen choose "creat a custom task to delegate".
On Object Type choose "only the following objects" and check User objects (unless
you want them modifying phone numbers on any object that has one).
Then select proper-specific and keep General checked. Scroll thru the list to
check what properties you want them to be able to modify and just finish the rest
of the wizard. That should do it for you.
