Use gpresults.exe to see what policies are affecting the machine. If one of
the DCs are 2003, you can use GPMC Resulting Set of Policies to determine
that. Then check iin those policies for this section and you can see all the
related settings for the start menu.:
User Configuration\Administrative Templates\Start Menu And Taskbar.
