User cannot shutdown from start menu?



Hello Peeps,

All users not an admin cannot shutdown from the start menu, all they have is
'logoff'. If they logoff first though, then they can shutdown from the
ctrl+alt+del screen.

Is there a policy or something else that controls this behaviour? if so
could someone point me as to where abouts it is, I have looked through the
defualt domain policy, and the site policy but cannot see anything regarding
this.
