Ugh ! Users authenticating over WAN despite multiple sites setup .. HELP !

Causing huge latency issues ! Heres the basic setup .. all DC's are
windows 2003 (none have sp1), domain is single domain single forest
native mode.

Site 1 with 10.36.96.0, 10.36.97.0, 10.36.98.0 as subnets
Sites 2 with 10.36.101.0
Site 3 wit h10.36.102.0

Site 1 has 2 servers, site 2 has 1, site 3 has 2

I have a IP link setup with cost 1000 and replication every 30 minutes.

Yet STILL when a user logs in from 10.36.96.0 it authenticates
randomly, sometimes it grabs sites2 DC instead of always always using
site 1 why ? Help !
