It really depends on what you need to achieve in accordance to your AD
design, administrative / IT operational setup and corporate security
policies. In essence, the goal is to restore what that has been lost due to
AD implementation specifics which were changed and sort of beyond one's
control.
How best adminSDholder inheritance could be re-enabled is something only you
can decide eventually.
