I am trying to figure out a procedure for knowing what X.500 OID to assign to
a new attribute for the user class.

The user class X.500 OID is 1.2.840.11.3556.1.5.9

If I am to choose the next increment, how do I know what attribute has the
last incrementes OID for this class?
