Add another DC

Hi,

 I'm getting a error "Access is denied" when i try to add
a new domain controller in the domain. Message likes "You
don't have sufficient priviligies to create an additional
DC for test.com domain."
Machine account alfa$ "Access is denied"

 I'm domain admin -built in admin -Schema Admin -
Enterprise Admin .So i have the rigths to do the operation
that i have had before without problems.
