Registery key access for a standard user

I am having trouble getting an application to work on on a Win2K machine
recently joined to a Win2003 server-based domain.
Tech support for the application (pasted below) indicates that the user
needds full control of a specific registery key. Experimentation shows that
he can update keys HKEY_CURRENT_USER but not under HKEY_LOCAL_MACHINE.
Is there a way to grant a user access to just a specific registery key?
