NetBIOS browsing has never required any security so
unless you turn it off there is no direct way to partially
disable it.

You can TRY to purposely split horizon your WINS setup
IF the machines are on separate subnets from the clients.

Were you to register each business unit in a separate WINS
server, defeat full replication, and then have clients point
only to their "own" WINS server you MIGHT approach
what you wish.

It would be tricky and I cannot give precise instructions
without the details -- but it is mostly just hacking anyway.
