Here are two options to look at.
1. Disable Rogue DHCP detection -

2. You could be having a replication issue.
Open ADSIedit and look at the following for possible issues.
cn=configuration
cn=services
cn=NetServices
Then on the right pane review what DHCP servers you have
Now -TEST TEST TEST tthis next section in a LAB before doing this on
your production domain. And have a good backup. I just tested it my
lab without issues, but still test and backup in your own.
Delet the entries on the right pane
force replication
reauthorize your DHCP server(s).
