Hi William-

The template file it is probably referring to is located in
%systemroot%\SYSVOL\sysvol\%domainname%\Policies\{6AC1786C-016F-11D2-945F-00C04fB984F9}\MACHINE\Microsoft\Windows
NT\SecEdit\GPTTMPL.INF.

You can check whether the file is present at all. If it is not, then it can
be added back easily from another DC or through a tool like DCGPOFIX.EXE or
RECREATEDEFPOL.EXE. Which may alleviate a symptom but not what the original
cause of the file being missing was.

It could also be permissions on the directory or file being such as to
prevent access.

Please repost if we can assist futher.
