You have to do a metadata cleanup and clean up all the reference to that
computer in ADSI, srv records, GUID records in DNS and ADSS ntds settings.
After you do this, you need to let you forest replicate those changes to
other DC in the environment, based upon how many sites, DCs , replication
schedule you have and connectivity it could take up to 2-3 days.
After this is done you should be able to promote it back up. I would say,
if you are trying to add this box to another different domain you should do
a clean install of this box.
