If all Domain controllers in a site are down...?

If all Domain controllers in a site are down how do I make
sure that clients only use DCs in another specific site?
By default it appears to be random as to which site the
client use.

I have read MS Q206602 but and other articles about
modifying DNS SRV records.

Anyone don this? Any suggestions or advice?
