LSASS.exe 100% CPU on all DCs in Win 2K domain

I have changed recipient policy on Exchange 2K over weekend.
LSASS.exe takes 100% CPU on all of our 3 DCs since. I ran repadmin
/getchanges and it looks like the whole AD database is being
replicated between DCs. I understand it takes some time, but it's been
3 days now!
If I disable the replication CPU usage goes back to normal.
There are a lot of questions about it on the net, but I was unable to
find anything that would explain why it's happening and how to fix it.
Please help!
