GPO's is not inherited

I have ABC.NET domain , there are 10 DC's on the network and 20 OU's below
the main AC DC , I enable the GPO from the root of ABC.NET , when I right
click on one of UO's to check the GPO , I didn't find the default GPO, this
mean for me the GPO in no inherited to all OU's , and I don't have any GPO
on domain.

why the GPO is not inherited to the rest of OU's? even I enable not
override.
windows 200 server and client
what's going on?
