You can have Mandatory Profiles together with Group Policies yes. What the
mandatory profile prevent is that the users can't customize the profile. You
should use Folder Redirection to redirect private folders such My Document
of the mandatory profile.

I Recommend you to have a look at the User Data and Settings Management
paper it describe this good.
