How to update 2000 group policies to 2003?

An earlier post by me on 5/7 addressed a way to update 2000 group policies
to XP as outlined in 307900 Upgrading Windows 2000 Group Policy for Windows
XP
http://support.microsoft.com/?id=307900. This process does not seem to work
to upgrade them to the 2003 version however. Is it possible to upgrade the
existing GPO's to 2003, or do I need to add new ones and manually copy over
the settings?
