Deployment of adminpak.msi is off the rails

I have an environment where we use Windows 2000 Advanced
Server with two domain controllers. Our client machines
are Windows XP Pro. One of our admins deployed the
Windows 2003 adminpak.msi using software installation in
group policies. That is where the problem begins.
When the adminpak was deployed, the GPO was linked to the
domain object. The permissions were set so that the
adminpak would only be applied to Domain Admins and
Enterprise Admins. The software deploys correctly on the
Windows XP clients.
The problem is that the 2003 version of the adminpak was
also deployed to our domain controllers through
inheritance from the domain object. Since these machines
are Win 2000 Advanced Server, the adminpak does not
install properly. Nevertheless, it was still deployed to
the machines and any attempt to run MMC consoles such as
Active Directory Users and Computers (ADUC) result in an
attempt to install the 2003 version of the adminpak. This
will naturally fail, since this version of the adminpak is
for Win XP and Win 2003 only.
OK, so I tried to fix the problem by checking the property
on the software installation to remove the software if it
falls out of scope. Then I changed the permissions so
that application of the GPO was denied to everybody. This
resulted in a message on the domain controller that the
software was being removed, but the uninstallation
failed. I did not get a message about why it failed, but
I suspect that it is for the same reasons that installing
the software fails. It is trying to run on the wrong
operating system.
The bottom line is this. I have already deployed a new
Win 2000 Pro machine and installed the 2000 adminpak so
that I can get to the RIS administration items that I
need. I would like to know how I can remove the 2003
adminpak from my Win 2000 Advanced Servers. Anybody have
a suggestion?
