There is no such built in policy how ever you can create your own
Administrative Template for use with group policy to change the follow
registry entry:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders\Favorites to point to for an exampel
\\server\share\%username%\favorite This will not added the features such
offline support and sync.
