In addition to what Chriss has suggested I might take a look at delegating
the DNS. Please take a look at the following MSKB Article:

However, that might not be applicable. I am not sure that I am following
your post. You have a parent domain with at least one DC. You have a child
domain with only one DC ( or multiple DCs ). Did you dcpromo this DC from
the child domain to member server status ( assuming that it is not the only
DC in the child domain ), join it to the parent domain as a member server
and then try to run dcpromo on it to make it a DC in the parent domain? Is
this what you did?
