The password settings are determined at the Domain level, usually in the
Default Domain policy.
This is the only place these settings are read from, if they had a value
previously set and you change the policy to be not defined, it will retain
the previous settings- for example If Maximum password age is set to 90
days, and you change the policy to "not defined" it will reatain the 90 day
setting.
If you go to the password policies, and check Passwords Must meet complexity
requirements is it set to "not defined" or is it set to "disabled"?
If it is not defined, change it to disabled.
