Can I restrict User's acess to the Internet?

We are running Citrix MetaFrame XPA SP2 on W2K Advanced Server w/TS and AD.
Our users get
a full screen desktop from the server. I've been asked by management to
restrict internet access and external e-mail to everyone except those
specifically allowed access. The e-mail part is doable (we use Exchange 5.5)
by playing with the IMC settings. However, it's not clear to me how to do
the internet part. I'd appreciate any pointers.
