It sounds like your second server is not a global catalog server. Is this
your only domain in the forest? If so, open Active Directory Sites and
Services, expand the site that contains your second server, expand the
second server object, right-click the NTDS settings object under your second
server, and then click Properties. Make sure the box next to Global Catalog
is checked.

Also, have you configured DNS so that even if one of the domain controllers
fails clients still have access to a working DNS server?
