Internet access with GPO

I have created a group called "NO INTERNET" and I have applied a gpo to that
group. this policy forced the users in that group to use a proxy server to
access the web, and that proxy address is 0.0.0.0. this means that users in
this group will not have access to the internet ( exactly what I'm looking
for) however, I want about 30 - 40 sites to be available for these users.
Now, I can put about 15 sites with exceptions, however, this is all I can
put in there.... there is a limit with number of characters that can be
typed in this field. Is there a way to get around this because it works
really well for the sites that are listed...
