VSSConverter for TeamSystem

I'm trying to convert a large VSS 6.0d database (>100,000 migration actions)
to the TeamSystem beta using VSSConverter. It's not working correctly. Can
someone help me with the following:

1) I get a large number (>20,000) of errors during the migration step that
state: "Error: The item $/Project/Folder/File.xxx could not be found in your
workspace." It appears to me that these files are not converted. I also
frequently receive the following error on the same file: "Error: Unable to
access version X of File or project $/Project/Folder/File.xxx".

2) Do you have to force everyone to logoff and checkin files before
migration or do you simply just get the checked-out files as they currently
exist in the VSS database and potentially will lose the checkin that occurs
later? For the current test with the beta, that will be sufficient for me.
I really don't care to lock everyone out of my database since the migration
takes a few days to run. I cannot afford that downtime.
