I'm having very similar issues with my installation of VSS6.0 and FP2002 and
I'm sure it's a configuration issue. Using Visual Studio 6.0 I added our web
to VSS. When I check out a file for the first time all goes well. When I try
to access it again it ask's if I want to check out the file which I already
have. A check in the VSS explorer shows it checked out to Iuser.

I've looked at the configuration information in 171116 and believe I've
followed it but I am not administering the server and the admin does not have
any knowledge of VSS so validating the set up could take some time. Iuser is
set up in the VSS database with full control and anonymous login is allowed.

It sounds like you advocate not allowing anonymous login on the development
server which is where I'm working or is ther another configuration issue I'm
missing.
